OUTSIDE shrink film is the best and easiest way to go. Does NOT interfer with inside blinds, shades, draperies, etc.. By insulating the windows from the outside it allows you the freedom to be able to operate blinds, shades without the shrink film to obstruct the operation. It also allows you to seal your window off the J-frame sealing off all pockets of air leakage. I have cats that like to lie in the window sills in the winter, they have that freedom and I have my windows sealed from cold. I get the outside patio kit tape at the top. First tape the sides and bottom. Starting from the top left edge place the film about 1/2" outside the edge strip the tape sealing the left edge. Sealing across the top to the right once you've reached the right edge strip that edging tape, seal the film down, remove the final tape covering from the bottom while doing the final seal. Next I use a box cutter trim the right and bottom edges. If you'd like a more tailored look you can trim down the borders outside the taped edges, BE CAREFUL not to cut across the tape. Working the hair dryers from the middle out until the film is smooth, tight and no ripples. By sealing from the J-frame your windows will cut out the drafts. With the patio kit I can cover three standard size windows and have used the bottom piece in a pinch. This is a cheap storm window until I can afford my replacement windows. No one can tell that the film is over the windows and it looks much better than that tacky plastic. In the spring it's easy to pull off when the first decent day sunshines. I'm a 66 year old woman and I've been climbing the ladders doing this for the past 7 years.
